Duties of Commission

The Stevens County Commissioners are vested by Kansas State Statute 19-212 with both legislative and administrative powers and duties. These powers and duties include the following.

1. Supervision of county property
2. Organization of township following statutory procedures

3. Control of the financial affairs of the county
4. Approval of the annual budget
5. Levying of county taxes
6. Designation of depositories for the County Treasurer
7. Construction and maintenance of county roads and bridges
8. Approval of land use and zoning policies for the county
9. Issuance of bonds
10. Awarding of contracts
11. Incorporation of cities
12. Creation of special districts
13. Setting of salaries of all county officials
14. Providing a jail, courthouse, office space, and supplies for all county officers and the district court
15. Appointment of members of various boards and commissions

The Commission also serves as the County Board of Canvassers for elections.

Time and Place of Meetings

The County Commission meets every 1st and 3rd Monday of the month at 8:30 a.m. in the County Commission Board Room located in the basement of the Stevens County Courthouse, 200 E. 6th, Hugoton, Kansas. All meetings are open to the public.

James "Jim" N. Bell
District 1

 

Jim took office in January 2011, and he is currently serving in his first term as County Commissioner.

Jim was born in Stevens County and has lived in the Moscow Kansas area most of his life. He graduated from Moscow High School and attended Fort Hays State University. Jim worked in the Stevens County gas fields and retired from Duke Energy in 2000.

Jim has three grown children Allen, Susie, and Trina and five grandchildren.

Pat Hall
District 2

 

Pat Hall took office in January of 2013, he is currently serving his first term as County Commissioner.

Pat has lived in Stevens County Kansas his entire life. He graduated from Hugoton High School and attended college. Pat currently works for the City Of Hugoton.

Pat and his wife of 27 years, LaDonna, reside in Hugoton and are very active in the community. Pat has three grown children Chase, Shalee and Kachia.

David Bozone
District 3

 

Dave Bozone took office in January of 2000 and is serving his forth term as County Commissioner.

Dave is a life long resident of Stevens County. After graduating from Hugoton High School, he attended Kansas State University where he received a BS degree in Animal Science.

He lives on the western edge of Stevens County where he farms and ranches. He has a son, daughter, granddaughter and grandson.
