Duties of Commission

The Stevens County Commissioners are vested by Kansas State Statute 19-212 with both legislative and administrative powers and duties. These powers and duties include the following.

1. Supervision of county property
2. Organization of township following statutory procedures

3. Control of the financial affairs of the county
4. Approval of the annual budget
5. Levying of county taxes
6. Designation of depositories for the County Treasurer
7. Construction and maintenance of county roads and bridges
8. Approval of land use and zoning policies for the county
9. Issuance of bonds
10. Awarding of contracts
11. Incorporation of cities
12. Creation of special districts
13. Setting of salaries of all county officials
14. Providing a jail, courthouse, office space, and supplies for all county officers and the district court
15. Appointment of members of various boards and commissions

The Commission also serves as the County Board of Canvassers for elections.

Time and Place of Meetings

The County Commission meets every 1st and 3rd Monday of the month at 8:30 a.m. in the County Commission Board Room located in the basement of the Stevens County Courthouse, 200 E. 6th, Hugoton, Kansas. All meetings are open to the public.

O.D. Littrell
District 1

O.D. Littrell Picture

 

O. D. Littrell took office in January of 2007, he is currently in his first term as County Commissioner.

O. D. was born and raised in Stevens County. He spent most of his adult life self-employed except for the 8 years he spent as Stevens County Sheriff . Currently he owns and operates "O. D.'s Shop", a small engine repair and service center.

O. D. has 3 grown children and is proud to call Stevens County his home.

Gary L. Baker
District 2

 

Gary L. Baker took office in January of 2000, he is currently serving his third term as County Commissioner.

Gary has lived in Southwest Kansas all of his life. He graduated from Holcomb High School, and attended Kansas State University. Gary farmed in Kearney, Grant and Stanton County for 25 years. After serving as manager of the SW Kansas Groundwater Management District No. 3, he moved to Hugoton in 1995. He currently owns GLB Services, a water right consulting firm.

Gary lives in Hugoton and is very active in the community. Gary's wife Celain is Social Services Director at the Stevens County Hospital.

David Bozone
District 3

 

Dave Bozone took office in January of 2000 and is serving his third term as County Commissioner.

Dave is a life long resident of Stevens County. After graduating from Hugoton High School, he attended Kansas State University where he received a BS degree in Animal Science.

He lives on the western edge of Stevens County where he farms and ranches. He has a son, daughter, granddaughter and grandson.
